A face brush won't shatter if it has more than 4 sides, I would suggest using rectangular face brushes so that as little glass shows outside each window. Then just add small brushes connecting the arches where the glass is showing.
That or move all the verts on top of each arch slightly higher so the glass is all within the framing brush. In-game you can't really tell that the verts have been moved.
Here is what I mean:
On the left is the one with the edited verts, the one on the right has the extra brushes.
Make the glass a 0.01 m thick box, it will break (or actually disapear) but won't shatter.

Weld does not combine brushes, FUSE does. Weld simply takes whichever brush's vertex which is closer to the end of time and sets it in the same spot as another selected vertex. What I was suggesting is that he line up the face with one edge of the arc and weld the vertices to match the arcs
