lol, I would feel stupid to respond something like that!
However, to change your IP, you can go about this many ways.
And I'll just state the easiest for some routers that work like this, reset your router lol, or refresh it.
And that is ALL I will tell you |

Indeed that's stupid.
You can ask your ISP and that's probably the only way (apart from external proxys). Your ISP decides what your IP is and if it always stays the same or change. |

True, either your IP is static or Dynamic
Static means your IP does not/can not change.
Dynamic means your IP changes, around every few weeks normally. |

sobe your method doesn't always work. Even if you go into the DOS prompt and release the IP. Sometimes when you log back on, the IP address is the same. Trust me on this. Verizon changes my IP address whenever they want and not when I want too. Comcast cable on the other hand worked for me every time. Which was good on one part put when you lost power, you also lost your IP address that you had before. LOL |

Maybe he had MSN open, or an internet browser, or a download.. closing these things gives you a better ping |

i can remember, i had 3ds max, photoshop, unrealed, red, and limewire open at the same time... and i was wondering why my ping was up in thr 400s when it should be around 90-100 |

well, limewire will really kill it especially, since connection speed is a bottleneck on performance for online gaming.
Internet browser windows will not usually cause much lag though because they aren't doing anything that requires a connetion or lots of CPU time. (unless it refreshes all the time in the background ... )
Basicly, if you want a better ping ... turn off the things in the background (but some cause more harm than others) or boot moochers off computers nearby that share the same connection ... (my case usually) |

There are other ways, but I am not going to release the info to the public methinks. |
