I guess you have been trying to rotate it using the mouse, well its easier to use arrow keys man.. What ever box view your mouse hovers over will effect the direction of rotation of your brush. Example: If your mouse pointer is in the "Top" view box, you will find that rotating your brushes will change when you hover your mouse pointer over a different view box.
