I seem to be having a problem with scrolling textures.They scroll in the editor, but when I test the map, It doesnt scroll. Is there anything special I have to do?

I have had the same problem too. To view the textures moving in my case, the map must be geoable. Blow a hole somewhere in the map with like a rocket luncher then the texters will scroll. For scrollig clouds, I had to make a moving sky box which, if your map shows a lot of the sky, it just wont look right. I never figured out how to have the scroll at the start of map.

You need to blow some geo before scrolling textures will work in MP. So slap a rocket launcher in yer level
Alternatively, make a small box (1x1x1) somehwere well away from your level, put a geo region in it (if your level hardness is set to 100).
Then place an Explode event in there and goto it's properties. In there set damage to 1, and check "Do Geomod".
Now place a when Dead event in the little box and link it to the Explode event.
Bob's yer uncle! It will explode as soon as you start the level and the textures will scroll
Go to the box outside with that picture of one of the GREATEST dogs that ever lived and you will see it in action.

Edit: What the hell here are my instruction too:
Panning Textures
1. Add a when_dead event to the level.
2. Add a explosion event to the level.
3. Select it.
4. Right click it
5. Click Properties
6. Set the Radius to 3
7. Check "Do Geomod"
8. Place them in a separate room, where nobody can have access to it, this way they won't notice a explosion when they enter the map for the first time.
9. Link "when_dead" to "explosion".
10. Save it.
Now you have a texture that will pan.
11. Make sure to change the properties on the texture that you need to pan.
