whats best method to cut a brush im trying to slice a bit off this pipe and sometimes i have cut brushes no problem but cant do it this time

Sometimes clip/ cut brush doesn't work indeed. You can try to rotate your brush or align it to grid. if you rotate it, manage that your cutting line should be aligned to grid if possible.
it could resolve the problem.
Anyway the best method to cut a part off from a brush is actually to make the part separatedly with another brush but i think you don't want that.
If your cutting a brush always make sure that the brush doing the cutting is air and you have clicked End of time with it selected.
If a brush has alot of faces I've found that cutting can cause; holes, missing faces, brushes to disappear and also your t-joint/PS2 face count to go up.
Personally I only cut brushes which are going to be detail and are very simple shapes, like boxes
PS2 count will never increase after cutting a brush, dunno where you got that from Grim
I find that after some manipulation in vertex or face mode, especially extruding and bevelling, then the cut function wont work on that brush properly. Also it wont work on detail brushes, but sometimes u can uncheck detail rebuild and then cut and it may work once more.
