First and foremost there is a sticky topic on this in the Game Editing forum. Click HERE for a very simple to use tutorial put together by Foe and Grim Reaper
There's a couple of handy pointers in the thread as well so read it ALL!
Secondly, there is no need to put the VBM in a seperate 'map.vpp'! Just put it in your textures folder.
When you find it in your texture browser in RED you'll notice it is displayed as the default grey chequered patern. Simply find another texture the same dimensions, ie 256x256 or 128x256 or whatever and UV unwrap that first, then select the textured face and select your VBM and hit Apply. It will replace the texture with the VBM perfectly UV unwrapped with a bit of luck Test in-game to view.
I remember Kungkrille saying before that you can't see VBMs in RED but he suggested a way in which you can map them correctly without using the Unwrapper.
He said apply a texture that has the same dimensions (or at least is kept proportionate) onto the face you want to have the VBM on, Unwrap it how you want it to be positioned, Then select the VBM and click Apply (don't click apply map afterwards)
I never tried this before but I know from using textures, that 'apply' maps textures using the same UV Unwrapped properties that you may have used previously. 'apply map' sort or resets the Wrap thingy.

Uh, sometimes it pays to read the previous posts, so we don't have to say the same thing over and over.
