Maybe people just aren't joining your server?
A common mistake people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools.

1. Are you running it behind a software firewall?
2. Are you using a router?
3. Did you forward the ports on your router. The default Red Faction port is 7755.
4. What OS are you using?

Just now there are 98 servers and 111 players in RF. Hard to get people to join a server if they don't know it.

You can check your server is running by playing on the very same computer that run the dedi, using this method.
RFSA is recommended.
