Here is what I think, the effect that is produced is good enough to pass as a form of cel shading depending on how you texture the objects and use of full bright.

it looks like RED will need twice as many polys to do this which is unfortunate, this stuff would be really good if it used less polys than normal.
Using this method, you can use fewer faces on the actual geometry because most minor details won't be visible. The problem is in the mirror image of the geometry, but I think it balances out to be fairly close to poly counts on other types of maps.
