I've never tried but i suppose you can't. I tried to associate a bolt emiter to a mover and it didn't work. You can add a target to a mover but not a bolt emmiter.
AFAK no ones never achieved a moving particle emmiter

No, no they cant be moved by a keyframe, they can be switched on/off by a complex event system though

Yes,I can see that there is no rotation for Particle Emitters or able to move them, I know about moving the target for the bolt emitter. In the reactor stage in the game they did some pretty complex switching events for the bolt emitters. But still the system in the special fx department is very limited.
Since the game has no movable particle emitters in it then why not just create a new custom animated particle emitter and make it rotate around in 3D Max (if 3d Studio Max can support animated particle emitters) and then just add it into the emitters table in Red or try creating an animated alpha VClip or VBM of the effect but I think you have to have 3D max to beable to do these things.... The game needs more custom special effects it is really lacking also in models and alpha textures, like chains, spider webs, ect. to add to atmosphere
