An alternate option is to sort of use a glitch for your benefit. In RF there is a 200Pickp limit, just have a square below the level with 180 odd weapon whilst the other 20 are Pickable by the players.

in multi is it a piece of hardconde that the player starts of with at least one weapon or can this be changed?

I have no idea how starting weapons are handled. In the single-player the player (apparently) starts with nothing. Custom single-player missions always start with a pistol and baton unless otherwise specified. Multi-player is the same way (always pistol + baton) unless you set it to custom start weapons, then you only start with one weapon rather than two...
