No. It should not restart ingame. 2. The Sempron isn't that great of a CPU for gaming. But it should run fine. 3. Your far from specific, restarting tells us NOTHING. If you have a problem you've got to be more specific. What do you mean by restarting? Does the game just close? That's a video card issue. Update your drivers, and DirectX. Does your PC just restart? It's overheating, clean your fans. If it's still an issue, get a bigger more powerful fan. Or underclock your CPU.
