There would be no real mod at all. If you wanted a new weapon it could simple be an extra file in the VPP (or equivalent) so that it comes with the map when u download it just like custom textures and music. The server could have the ability to override certain map parameters like gravity etc. Maybe even allow the server to set extra weapons and in that case you would have to download them from the server itself, but they would be a lot smaller file size than a map or mod. So I guess its a little like UT2004 is some respects but it needs to be as simple as possible. There should be as little reason as possible to download anything except for maps.
