No The only thing you can do with server mods is change table files. and even some table editing doesnt fully work as server modding. Same thing maybe also be posible with textures. but again the client needs some parts of the server mod for them to work. Red Faction isn't built that way. It isn't built where you can force people to download sounds and skins just to join your server.
