It's just the way the game was designed. Quoting OutlawSkot33 OK not everyone knows were files go in UT2004 directories, so here is some help. .ukx goes into /UT2004/Animations .ifr goes into /UT2004/ForceFeedback .ka goes into /UT2004/KarmaData .ut2 goes into /UT2004/Maps .ogg goes into /UT2004/Music .uvx goes into /UT2004/Saves .uax goes into /UT2004/Sounds .xml goes into /UT2004/Speech .usx goes into /UT2004/StaticMeshes .u goes into /UT2004/System .ucl goes into /UT2004/System .ini goes into /UT2004/System .int goes into /UT2004/System .upl goes into /UT2004/System .utx goes into /UT2004/Textures And anything with a .ut4mod you need to double click on and follow the instructions that it gives you. If however the .zipped file have a destination folder then you can just extract the files to your main UT2004 folder( C:\UT2004 ) and they should all go where they are needed.
