Because there is no data or anything referring to data on the cd, windows cannot detect anything actually being in your cd-writer. Open up a cd-writing program like Nero, compile what you want to put on your cd's and burn them with Nero, make sure you end the session (an option in the burn dialog) otherwise Windows still cannot read the cd's.
