Ok what I have done is found some stuff on the net to that would give you a halo 2 wannabe look and sound of Halo 2 for the Halo PC version.

Example:

1. Halo 2 Sounds
2. Tank Skins And Hog Skins ( the Desert Storm Look )
3. Halo 2 hud

You do not need to mod anythng. Just install the 2 files.

1. Bitmaps.map
2. Sounds.map

Thats it. It will work and kinda feel like Halo 2. It will work with
all multiplayer and single maps. NO NEED TO MOD MAPS!!!

Now not sure owlong ill be to keep it on these servers but if sombody
can host the file that would be awesome. The file is 238 megs. Only took me 14 mins to download on my cable modem.

But if it takes longer I think its worth the wait

I wasn't very impressed with this mod. The hog skin wasn't very good, and the sounds were mediocre. I decided to switch the assualt rifle to the pistol sound, so that it sounds more like the SMG from Halo 2. The plasma rifle sound was okay, but not great. I did not like the reticles or the HUD. Nevertheless, this is a good find for those of you who want to change around some of the sounds. I was disappointed with the textures though. I was expecting more.

Ok i dont know about that... I Dont think its all as bad as I understand you to say:

Examples:

Ricochets are 1000 percent better than Halo PC

or

Getting In and Out Of Hog:

Driver side Our Sez"Alright Lets Go!"
Pass: Side In: Sez "Floor It!"
Pass: Out: Sez "GO! GO! GO!"
RocketHog And MinGunHog In: Sez "Punch It!"
RocketHog And MinGunHog Out: Sez "Kick Some CENSORED

Now these are files I just found on the net

IMO the sounds the hud and tanks skins look better than regular Halo.
No biggie. I didnt make the files. I just found them on the net and thought some people would like something different for their Halo PC version "WITHOUT" having to worrie about modding any maps since these 2 files will work with any Halo PC map using single or any multiplayer
maps.

Well I do like the pistol sound on the assault rifle. I'm definitely keeping that one. I am trying to figure out how to edit those files though. Nothing seems to be able to open it.
