nope ypu didn't fix my problem
I think it is connected with hyper threading which is used in my processor p4
MY rf don't lag at all. Only players which i see don't move fluently but they teleport all the time. And it is not caused by my internet connection.

im willing to bet it has something to do with HyperThreading or your internet connection doesnt get a good ping from the server. does it happen on other servers too? or just one?

If you have hyper threading enabled, you might try disabling it. That is what I had to do do. When I had it enabled, I had the same problem in certain maps. I have a P4 3.2Ghz and the only difference I have found is that I got a higher video score with it disabled but my CPU score went down, not by much to even make a difference and the reason I have it disabled. Well I play Red Faction, that's why I have it disabled. I f I didn't play RF any more, I think I would enable it again. You will have to go into your bios to disable it. Go into your bios and disable hyper threading. If it solves your problem great. If it doesn't, re-enable it. If nothing that has been posted here helps than can't think of what else it could be other than a bad video card.

Is your computer a Pentium 4 2.8 ghz or a Pentium D 2.8 Ghz?
